HISTORIC LANDMARKS COMMISSION |

| The Historic Landmarks Commission
consists of five members, four of whom are appointed by the City Manager and the fifth is
a member of Council who is appointed by Council. All members of the Commission shall be
residents of the City and shall serve without compensation.

| M MUNICIPAL CIVIL SERVICE COMMISSION | |||||||||
The Municipal Civil Service Commission consists of three Commissioners who are appointed by the Mayor with the advice and consent of Council. One Commissioner should be a candidate recommended by the employees. Two members of the Commission constitutes a quorum for the purpose of transacting business. The Human Resource Director, who is appointed by the City Manager, serves as the secretary to the Commission and performs or supervises the administrative work of the Commission. The general powers and duties of the Civil Service Commission consist of the keeping of minutes of its own proceedings and records of its examinations and other official actions. The Commission can also conduct investigations and hearings regarding appeals or complaints as per the operation and enforcement of Article 159 or the rules and regulations adopted by the Commission. | FIRE CIVIL SERVICE COMMISSION | |||||||||
| The Fire Civil Service Commission consists of three Commissioners who are appointed by the Mayor, one of whom is appointed by the local International Association of Fire Fighters, and one who is appointed by the local Chamber of Commerce. Not more than two of the appointed Commissioners, at any one time, can be from the same political party. Two members of the Commission constitutes a quorum for the purpose of transacting business. The general powers and duties of the Civil Service Commission consist of the keeping of minutes of its own proceedings and records of its examinations and other official actions. The Commission can also conduct investigations concerning all matters touching the enforcement and effect of the provisions of West Virginia Code, Chapter 8, Article 15. |

| TRAFFIC COMMISSION | |||||||||
The Traffic Commission consists of five members who are residents of the City. The members are appointed by the Mayor and serve at the pleasure of Council. The duty of the Commission is to recommend rules and regulations concerning the parking of vehicles on the public thoroughfares in the City. Such recommendations are forwarded to Council in the form of ordinances, for action by Council. The Traffic Commission meets every 2nd Thursday of the month at 2:00 PM in Council Chambers on the second floor of the City-County Building. The Commission also reviews handicap parking requests. To initiate a request, a Handicapped Parking Request Form must be completed and submitted to the Traffic Commission, Room 301, City-County Building, 1500 Chapline Street, Wheeling, WV 26003.> |
