HALL OF FAME BOARD 

 

The Hall of Fame Board consists of nineteen members and are appointed by Council. All members of the Board shall be residents of the City and at least one member, but not more than one member, shall be a member of Council. Members of the Board serve without compensation.

The purpose of the Board is to select honorees to the Wheeling Hall of Fame which is located in the halls of the Wheeling Civic Center. The Hall of Fame was established to honor Wheeling citizens and former citizens for outstanding accomplishments in all walks of life. For the purpose of selection and designation, the human endeavors of the honorees are divided into the following six major categories: Music and Fine Arts; Business, Industry and Professions; Education and Religion; Sports and Athletics; Public Service; and Philanthropy. Except for the Council member, the other members of the Board are divided into subcommittees which represents the respective categories. WHEELING PARK COMMISSION


The Wheeling Park Commission, a West Virginia Corporation, was created by an act of the legislature of the State of West Virginia on March 5, 1935 for the purpose of managing the parks of the City of Wheeling. The state statute provides that the Commission shall have all and sole power necessary, convenient and advisable for the proper care, equipment and management of the parks and shall make such rules and regulations as it deems expedient for the care and management of the parks. The Commission consists of five members who are citizens of the City of Wheeling and serve without compensation. Members of the Commission are appointed by either the Board of Directors of the Wheeling Chambers of Commerce or by the City Manager. BOARD OF ZONING APPEALS


The Board of Zoning Appeals consist of five residents of the City who are appointed by the Mayor with the consent of Council. Three of the members must have been residents of the City for at least ten (10) years preceding the date of their appointment. No member of the Board shall be a member of the Planning Commission, nor shall any member hold any elective office in the City or Ohio County. Members of the Board serve without compensation.

The powers and duties of the Board are as follows:

  • Hearing Appeals

    Hear and determine appeals from and review any order, requirement, decision or determination made by the Zoning Officer in the enforcement of the City’s Zoning Ordinance.

  • Variance Granting & Procedures

    The Board has the authority to grant variances from the terms of the Zoning Ordinance in specific cases in which the variance will not be contrary to the public interest, the literal enforcement of the provisions of the Zoning Ordinance would result in unnecessary hardship, and the spirit of the Zoning Ordinance shall be observed and substantial justice done. A variance from the terms and conditions of the Zoning Ordinance will not be reviewed by the Board unless and until a written application for a variance is submitted.

Every decision of the Board of Zoning Appeals is subject to review by certiorari. Any person, firm or corporation, jointly or severally aggrieved by any decision of the Board, may present to the Circuit Court of Ohio County a petition duly verified, setting forth that such decision is illegal in whole or in part, and specifying the grounds of the illegality, all in accordance and in the manner provided by West Virginia Code Article 8-24.

CENTRE MARKET COMMISSION


The Centre Market Commission consist of five members who are appointed by Council. The members must be citizens of the City of Wheeling or Ohio County and serve without compensation. The Commission was established in 1985 for the following reasons:

  • To preserve and protect the historical and architectural heritage and to promote the economic redevelopment of the Centre Market Square Historic District.
  • To effect and accomplish the protection, enhancement and perpetuation of the Centre Market Square Historic District and its historic buildings.
  • To improve, develop, maintain and operate the historic market houses.
  • To protect and enhance the Centre Market Square Historic District’s attractions to residents, tourists and visitors and to serve as support and stimulus to business and industry.
  • To strengthen the economy of the Centre Market Square Historic District and the City.
  • To foster civic pride in the beauty and noble accomplishments of the past; and
  • To promote the use of the Centre Market Square Historic District and its historic market house for the education, pleasure and welfare of the people of the City.
