Human Rights Commission

 

MEETING OF THE WHEELING HUMAN RIGHTS COMMISSION

 

Monday, March 3, 2008 – 4:15 P.M. in the Commission’s Conference Room.

 

Commissioners Present:  Chuck Hood, Rabbi Lowy, George Blum, Diana Bell, Cynthia Hutchison, and Nedra Koval (via telephone)

Commissioners Absent:  Kathy Finsley   

Staff Present:  Theresa Garrett and Beth Czerwonka

Others Present: Ron Scott, President NAACP

 

Call to Order

Chuck Hood called the meeting to order at 4:15 P.M.

 

Approval of Agenda

Each Commissioner read the agenda of March 3, 2008.  Chairman Hood requested an Executive Session be added to the Agenda.  Commissioner Lowy made the motion.  Commissioner Hutchison seconded.  Motion passed.

 

Minutes

Each Commissioner read the Minutes of January 28, 2008.  Commissioner Hutchison made a motion to accept the Minutes.  Commissioner Lowy seconded.  Motion passed.

 

Financial Report

The Commission reviewed the Budget Report for the CITY OF WHEELING for January and February 2008.  As of February 29, 2008 the Commission has expended funds in the amount of $47,960.18.  Balance of $28,606.82 C.D.B.G. monies remaining in The FY 2007-08 General Fund.  Commissioner Bell made a motion to accept the Financial Report.  Commissioner Hutchison seconded.  Motion passed.

 

Director’s Report

A.     Report on preliminary inquiries from January 1, 2008 to January 31, 2008.  There were 209 inquiries, 78 phone calls, 18 letters, 6 walk ins, 104 e-mails, 2 fax, and 1 other (outside office contact).  These inquiries included 94 Employment, 46 Housing, 6 Public Accommodation, 61 Other, and 2 Unknown.  There were no (0) new cases filed in January. 

Report on preliminary inquiries from February 1, 2008 to February 29, 2008.  There were 228 inquiries, 66 phone calls, 12 letters, 8 walk ins, 138 e-mails, 4 fax, and 0 other (outside office contact).  These inquiries included 131 Employment, 33 Housing, 2 Public Accommodation, 62 Other, and 0 Unknown.  There were no (0) new cases filed in February.

B.     Hate Crimes Task Force e-mails from last Commission meeting to present have previously been disseminated to the Commission.  The next meeting is scheduled for March 13th at 2:00 p.m. at the U. S. Attorney’s Office.  No questions were asked.

C.     West Virginia Workforce Inclusion Team e-mails from last Commission meeting to present have previously been disseminated to the Commission.  The next meeting is scheduled for April 8th at 10:00 a.m. at the Warwood WV Workforce office.  No questions were asked.

D.     The Martin Luther King Day Celebration and committee meeting of February 4, 2008 were discussed.  The next meeting is scheduled for August 4th at 5:00 p.m. at Wheeling Jesuit University . 

E.      National Association of Human Rights Workers e-mails from last Commission meeting to present have previously been disseminated to the Commission.  No questions were asked.

F.      NOD/CAC e-mails from last Commission meeting to present have previously been disseminated to the Commission.  The next meeting will be on April 7th at 8:00 a.m.  in Glendale , WV .  No questions were asked.

G.     The 8th Annual Wheeling Area Light The Night Walk benefiting The Leukemia & Lymphoma Society will take place April 2nd at 7:30 p.m. at Wheeling Jesuit University .  No questions were asked.

H.     Director Garrett and Office Specialist Czerwonka will be attending West Virginia Northern Community College ’s Health and Wellness Fair on March 5th from 11 a.m. to 4 p.m.  No questions were asked.

I.        Commissioners were given October 2007 and January 2008 quarterly reports.   No questions were asked.

J.       Commissioners were read a letter from R. Gregory McDermott, President of the Ohio County Bar agreeing to continue to attempt to provide pro bono services.  Director Garrett will supply a copy to the Solicitor’s Office.

K.    Director Garrett reported that she attended a meeting with members of the City’s planning consulting firm, Urban Design Ventures, LLC and Realtors, Housing Providers, as well as Social Service Agencies to assist in developing the Analysis of Impediments to Fair Housing Choice.  The meeting took place on February 28th from 9 a.m. to 4 p.m.  No questions were asked. 

L.      Director Garrett will be conducting training for Family Service’s regarding Human Rights, Landlord/Tenant Rights, and Fair Housing on April 18th from 12 noon to 3 p.m.   No questions were asked.

M.   Director Garrett read an email from WV ACLU.  No questions were asked.

N.    WV Advocates has a public forum scheduled for March 7th from 1 p.m. to 4 p.m. in Sutton , WV requesting input in the preparation of their Priorities and Objectives.  No questions were asked.

O.    Director Garrett briefed the Commission about a non human rights issue that was emailed to the Commission.  The individual will be referred to the correct agency.

 

Old Business

The Commission is officially a member of the Wheeling Area Chamber of Commerce.  Director Garrett intends to assist on the Education Committee.  No questions were asked.    

 

New Business

A.     16,000 pencils and 600 travel valet lint removers have been ordered for Fair Housing month to use for advertisement of the Commission.  No questions were asked.

B.     Newspaper articles from last Commission meeting to present were presented to Commissioners.  No questions were asked.

C.     Next meeting will be on February 25, 2008 at the Human Rights Commission Office, in the conference room at 4:15 p.m.  

 

Those Wishing/Invited to Be Heard

Ron Scott, NAACP President, announced the next meeting for the Wheeling Area NAACP.  That meeting is scheduled for March 11 at 6:00 p.m. at Macedonia Baptist Church , 105 Twelfth Street .   The public is invited to attend.

 

Executive Session

Commissioner Hutchison made a motion to go into Executive Session.  Commissioner Bell seconded.  Motion passed.  Executive Session lasted 30 minutes.  Commissioner Bell made a motion to resume regular normal business.  Commissioner Blum seconded.  Motion passed.

 

Adjournment

With there being no further business Commissioner Blum made a motion to adjourn the meeting.  Commissioner Bell seconded.  Chairman Hood called the meeting adjourned.
